EMERGENCY HEAP applications are accepted throughout the
winter heating season. Households who have less than a ten day supply
of bulk fuel, need help for utility deposits, or who are threatened
with disconnection of service may apply for assistance at the central
office between the hours of 8:30 AM and 2:00 PM. Clients are served
on a first come first served basis and must mee income eligibility
requirements. The applicant must furnish the following at that time
of the interview: income verification for the previous three months,
social security numbers and birthdates for all household members
and utility bills. Application can be processed only with the aforementioned
information. Emergency HEAP sometimes, but not always, has funds
for a limited summer: program to help defray the high cost electricity.

FEMA is a federally funded program created to supplement
and expand the work of local social service agencies. The community
action commission historically receives those funds in January or
February, but this can vary. Assistance is limited to one month’s
usage of past due gas or electric bills. A one time delivery of
bulk fuel may be approved if a household has less than a ten day
supply. Families with past due rent or mortgage payments and lot
fees for mobile homes are also eligible to apply for assistance.
FEMA
funds may never be used for deposits or late fees, and are limited
to one month’s service. Information
needed at the time of application is the
same as emergency HEAP.
