Home Energy Assistance Program (HEAP) Winter Crisis Program applications are accepted throughout the winter heating season from November 1 until March 31. Income eligible Ohioans may apply for assistance at the central office located at 155 W. Main Street, St. Clairsville, Ohio 43950 between the hours of 8:30 a.m. and 2:00 p.m.

Clients are served on a first come, first served basis and must meet income eligibility requirements. The applicant must furnish the following at the time of the interview:

  1. Income verification for the previous three months
  2. Social Security Numbers and birth dates for all household members
  3. Most recent utility bills 

Ohioans with a household income at or below 175 percent of the federal poverty guidelines that are facing disconnection, have been disconnected or have less than a 25 percent supply of bulk fuel in their tank are eligible for the program.

A household applying for HEAP must report total gross household income for the past 30 days (12 months preferred) for all members, except wage or salary income earned by dependent minors under 18 years old. Both homeowners and renters are eligible for assistance.

The HEAP Winter Crisis Program has concluded for Program Year 2018-2019. Program Year 2019-2020 will begin on November 1, 2019.
